I think episodes "18" and "19" are actually one episode, although it may be an hour long special... I'm not quite sure.

It does sound like it's the end of season 2, though. A normal Japanese season is usually either 13 episodes or 26 episodes. Sometimes it's less, but 19 or 20 is shorter than I'd expect.

As for bring back Lilo and Stitch, to be completely honest, I don't think Disney Japan making Stitch! would have stopped them. There's no law saying that Disney couldn't have made new Lilo and Stitch material at the same time, especially since we weren't even getting Stitch! in English until recently. I guess we'll have to wait and see.
